The mark consists of a circle which has a white inner border at its top, above a red sky which contains black palm leaves outlined in white on the sides and two silhouettes of flying birds in black outlined with white. Beneath the birds is a white sun which is rising from a black ocean containing three white waves, followed by a red beach. Superimposed over the bottom of the circle is are two rectangles with curved edges, one on top of another.
