In a printer that forms an image on a color thermal recording paper by using a thermal recording head, a preheating region of the recording paper that is used for preheating the thermal recording head in a process prior to formation of the image and disposed of as a cut piece can effectively be used. An image forming control unit preheats a part of the thermal recording head in each end region that contact with the recording paper for heating the thermal recording heat to a proper temperature just before forming an image on the recording paper.
