In a system control method, a transaction is transmitted from a control processing apparatus to remaining control processing apparatuses via a connection network, and held in a home reception buffer through a transmitting circuit. Transactions read out from the home reception buffer the respective reception buffers are ordered and output through an arbitrating circuit.
